Update

Well the co-worker called the pound and yes, the pound made no report. There is no proof. But she filed a report anyway. The monster was arrested to be sent to a Arizona prison. I'm pretty sure nothing will be done. All I can do is ask the pound why no report was made, since the co-worker made it pretty clear she wasn't making a request to have a dead or injured animal picked up, she was trying to have the cat RESCUED.
